NOTICE OF PUBLIC HEARING

            PLEASE TAKE NOTICE, that the Village Board of the Village of Port Leyden shall conduct a public hearing on Monday, September 18, 2023, at 6:00 p.m. at the Village Community Hall located at 3387 Douglas Street, Port Leyden, New York, regarding a proposed local law to amend the prior existing manufactured home, mobile home and recreational vehicle laws.  All persons wishing to be heard on this matter should be present at the place, time and date aforestated or have submitted written comments in advance.  Any persons requiring special accommodations in order to attend or participate in such hearing should notify the Village Clerk three (3) business days prior to the meeting.

ESTOPPEL NOTICE

On July 25, 2023, the Board of Trustees of the Village of Port Leyden, Lewis County, New York (the "Village") adopted a Bond Resolution, a summary of which is published herewith, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the Village is not authorized to expend money or the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the New York State Constitution.

Summary of Bond Resolution

1.         Objects or Purposes - the reconstruction and improvement of the Village of Port Leyden Water System, including, the acquisition, construction or reconstruction of or addition to the water supply or distribution system, whether or not including buildings, land or rights in land, original furnishings, equipment, machinery or apparatus, or the replacement of such equipment, machinery or apparatus, required in connection therewith.

2.         Period of Probable Usefulness – forty (40) years.

3.         Maximum Amount of Obligations to be Issued - $10,000,000

The Bond Resolution herein summarized shall be available for public inspection during normal business hours for twenty (20) days following the date of publication of this notice at the office of the Village Clerk of the Village of Port Leyden, Lewis County, New York.

The Bond Resolution was adopted subject to a permissive referendum.  The period of time has elapsed for the submission and filing of a petition for a permissive referendum and a valid petition has not been submitted and filed.
